HRSD (formerly Hampton Roads Sanitation District) is a regional public utility serving approximately 1.9 million people across 20 cities and counties in southeastern Virginia. Established to protect the waters of Hampton Roads, it operates a network of 14 wastewater treatment plants, extensive interceptor sewers, and pump stations that collectively support the 14th largest consolidated sanitation system in the United States.

As well as being one of the world’s most technologically advanced utilities, HRSD is widely recognized for its leadership in advanced nutrient removal, water quality improvement, and resource recovery—including biosolids beneficial reuse and renewable energy generation initiatives. Its long-term environmental programs, highlighted by the aquifer-replenishing SWIFT program, are closely aligned with the restoration of the Chesapeake Bay watershed.

On 19 May 2026, at the Global Water Summit in Madrid, HRSD was inaugurated into the Leading Utilities of the World network, where it was represented by Chief Operating Officer Eddie Abisaab.
